Recommendation

Body

Background:

Beginning with the 2025-26 school year, early education programs are required to submit applications for the California State Preschool Program (CSPP) and California Prekindergarten and Family Literacy Support Programs (CPKS), as outlined in Attachment A. Additionally, the Continued Funding Application (CFA), included as Attachment B, must be submitted to the California Department of Social Services (CDSS-CCTR), by December 16, 2026, following approval by the Board of Education

Expected Outcomes:

If the CFA is approved by the CDE, LAUSD’s current California State Preschool Program contract and Prekindergarten and Family Literacy Support contract will be automatically renewed for fiscal year (FY) 2027-28.

Board Options and Consequences:

Approval of this delegation of authority will enable the authorized designated representatives to submit the required documents to fund the operation of all Early Childhood Education Division programs in LAUSD for the 2027-28 school year.

If the delegation of authority is not approved, the District would need to fund the preschool programs from the general fund or close the early education and infant programs throughout the District

Policy Implications:

This delegation is required annually.

Budget Impact:

Funding for CSPP and CCTR contracts is approximately $242M annually, and is used to fund 89 Early Education Centers, 4 Infant Centers, and 94 California State Preschool Programs on Elementary school campuses throughout the District.

Student Impact:

The Early Childhood Education serves 12,199 students ages 6 months to 30 months in LAUSD’s Infant Centers, and ages two to four years old in the Early Education Centers and California State Preschool Programs (CSPP).

Equity Impact:
