(Approval of LARAEC Board Member) Recommends approval to designate Matthew Oberlander, Executive Director of the Division of Adult and Career Education (DACE), as the official LAUSD representative on the Los Angeles Regional Adult Education Consortium (LARAEC) Executive Board, effective immediately. As the official District representative, Mr. Oberlander will serve as the primary LAUSD/DACE LARAEC Board Member. Additionally, it is also recommended to approve the designation of Vladimir Tigno as LARAEC Board Alternate to act on behalf of Mr. Oberlander, when necessary, in accordance with LARAEC Bylaws Article VI.A.(1-2). This designation will ensure uninterrupted and compliant LAUSD representation on the LARAEC Executive Board for the 2026-2027 school year.

Action Proposed:
Approval of the following two designations, effective immediately, in accordance with LARAEC Bylaws Article VI.A.(1-2) and EC 84905:
• Matthew Oberlander, Executive Director of DACE, as the official LAUSD/DACE LARAEC Executive Board Member; and
• Vladimir Tigno, as designated LARAEC Executive Board Alternate, to represent LAUSD/DACE when the Executive Director is unavailable, in accordance with LARAEC Bylaws Article VI.A.(2-9).
Background:
LAUSD is a founding member of the Los Angeles Regional Adult Education Consortium (LARAEC), a multi-district consortium established under California Education Code Sections 84900-84920 to coordinate and fund adult education across the Los Angeles region. Receipt of California Adult Education Program (CAEP) funding is contingent on consortium membership and participation. CAEP funding is DACE’s primary funding source. LARAEC member districts include Burbank Unified School District, Culver City Unified School District, Los Angeles Community College District (LACCD), LAUSD, and Montebello Unified School District.
Each member district designates one official representative to the LARAEC Executive Board. Per LARAEC Bylaws Article VI.A.(1) and Education Code (EC) section 84905, this designee must be officially appointed by the local governing board, with the appointment reflected in board minutes. The designated representative participates in decision-making, votes on behalf of their district, and ensures regional adult education planning and funding are aligned with member-district interests.
Matthew Oberlander was appointed Executive Director of DACE effective July 1, 2026 (originally as Interim Executive Director and now as official Executive Director). Given this change in circumstance, it is prudent that Mr. Oberlander serve as the official LAUSD/DACE LARAEC Executive Board Member.
It is important to note that per LARAEC Bylaws Article VI.A.(6), board officers are elected as individuals. If an alternate attends as the district representative, the alternate does not assume any officer duties. Therefore, Mr. Oberlander must serve as the official board-designated representative in order to participate fully in LARAEC governance on behalf of LAUSD. This board item formally establishes that designation.
In addition, given the expanded leadership responsibilities of the LARAEC Board Member and the operational demands of the Executive Director role, it is prudent to simultaneously designate an alternate who can act on behalf of LAUSD/DACE when Mr. Oberlander is unavailable. Per LARAEC Bylaws Article VI.A.(2-9), this alternate designation requires governing board approval.
The alternate is formally empowered to serve as a replacement.
• The alternate must be able to participate in discussion and deliberations, hear, and consider public comment, be familiar with consortium activities and goals, and make informed independent decisions.
• The alternate may not serve in a proxy capacity and may not vote unless they have participated in the full meeting.
• The alternate may not be the district’s LARAEC Point Person (staff-level representative).
• Alternates may be used for no more than 3 meetings per school year (meetings on the same day count as one).
• The district member must provide advance notice of at least one week prior to regular meetings, and 48 hours prior to special meetings, when an alternate will attend.
Board approval of both designations will satisfy LARAEC Bylaws requirements and ensure LAUSD’s participation in LARAEC governance is fully authorized and compliant with EC 84905 and the Brown Act (GC 54950-54963).
Expected Outcomes:
Approval of this item will:
• Protect LAUSD’s ability to participate in LARAEC decision-making related to adult education planning, CAEP funding allocations, and regional program development.
• Formally designate Matthew Oberlander as the official LAUSD/DACE LARAEC Executive Board Member.
• Ensure continuous and compliant LAUSD representation on the LARAEC Executive Board.
• Satisfy LARAEC Bylaws and EC 84905 requirements for official board member designation and alternate designation by securing governing board approval.
• Maintain compliance with California Education Code Sections 84900-84920 and the Brown Act (Government Code Section 54950-54963) governing consortium participation.
Board Options and Consequences:
“Yes” - Approving both designations will allow LAUSD/DACE to maintain full, authorized participation in LARAEC governance consistent with consortium bylaws and state education code requirements, and
“No” - Declining to approve the designations may leave LAUSD without a formally authorized representative on the LARAEC Executive Board, potentially affecting LAUSD’s voting rights, eligibility to hold consortium officer positions, and participation in regional adult education program and funding decisions.
Policy Implications:
Approval of this item is consistent with LARAEC Bylaws Article VI.A.(1-2) and EC 84905, which require that LARAEC Executive Board member and alternate designations be formally approved by the local governing board. There are no changes to LAUSD Board policy required.
Budget Impact:
There is no direct cost associated with this item. Attendance at LARAEC Executive Board meetings is part of the regular duties of the DACE Executive Director and any designated alternate. However, receipt of California Adult Education Program (CAEP) funding, DACE’s primary funding source, is contingent on consortium membership and participation. Lack of consortium representation may lead to a loss of CAEP funding.
Student Impact:
Continued and uninterrupted LAUSD representation on the LARAEC Executive Board supports ongoing decision-making that directly benefits adult education students in the LAUSD service area. LARAEC administers California Adult Education Program (CAEP) funds that support programs serving adult learners in basic skills, English as a second language, career technical education, workforce preparation, and programs for adults with disabilities. Maintaining effective and formally authorized representation ensures LAUSD/DACE can advocate for student-centered program investments and equitable allocation of consortium funds.
