This amendment adds Deputy Controller Victoria Reyes as an authorized signatory. Currently, Deputy Controller Tim Rosnick is the single backup for processing vendor payments, leaving no coverage if he is unavailable. Adding Deputy Controller Victoria Reyes as a second backup will help ensure vendor payments are processed on time.

Recommendation
Action Proposed:
Approval to amend the Fiscal Year 2026-27 Certification of Signatures as Follows:
1. Obtain and submit an updated Certification of Signatures to the Los Angeles County Office of Education (LACOE), as required by Section 42633 of the California Education Code (Attachment A).
2. Authorize, in the absence of the Chief Financial Officer (CFO), the addition of Victoria Reyes, Deputy Controller, to sign on behalf of the Governing Board all orders (warrants/checks) drawn on the funds of the Los Angeles Unified School District and to execute such orders.

Background:
The Certification of Signatures identifies the members of the Governing Board and District employees authorized to sign warrants (checks). On June 12, 2026, the Board of Education approved the certification of signatures for Fiscal Year 2026-27 (Board Report No. 455-25/26). This Board Report updates the District's Fiscal Year 2026-27 Certification of Signatures previously approved by the Governing Board by adding Victoria Reyes, Deputy Controller. Currently, Deputy Controller Tim Rosnick is the single backup for processing vendor payments, leaving no coverage if he is unavailable. Adding Deputy Controller Victoria Reyes as a second backup will help ensure vendor payments are processed on time.
Expected Outcomes:
The Board will adopt the amended Fiscal Year 2026-27 Certification of Signatures, authorizing the addition of Deputy Controller Victora Reyes, and an updated Certification of Signatures (Attachment A) form will be submitted to the Los Angeles County Office of Education in compliance with California Education Code Sections 42632 and 42633. With this authorization, the CFOs office will have an additional authorized signatory to assist with the execution of all orders (warrants/checks) drawn on the funds of the District.
Board Options and Consequences:
If the Board adopts the amended Fiscal Year 2026-27 Certification of Signatures, there will be two backup Finance Office management staff authorized to processing vendor payments
Per Education Code section 42633, no order of funds for the District can be approved unless the signatures are on file with LACOE. Per Education Code 42632, if the Board does not designate an individual to sign orders in the Board’s name, each order drawn on funds of the District must be signed by a majority of the Board members.
