Body
Background:
The Board of Education is in the process of reviewing, amending, and editing its bylaws and policies. A board bylaw is a rule the Board uses to govern and control its own operations (as opposed to the operations of the District). Board Policies are statements the Board adopts for District wide implementation by the Superintendent.
Currently the Board of Education and the District are reviewing, amending, and categorizing all Board bylaws and Board policies. The ad hoc Committee on Board Rules and Governance has convened, discussed, and now offers the above stated bylaws and policies for adoption.
Board bylaws and policies are recommended for approval in a piecemeal fashion as opposed to a single tranche so as to not delay the project. The rules adopted today will have full force and effect and become operative once the Board has approved the entire 9000 series of bylaws and related relevant Board Policies. The ongoing board policy project is expected to be completed sometime in late 2027 or early 2028.
Expected Outcomes:
Ongoing progress towards full implementation of updated Board bylaws and Board Policies.
Board Options and Consequences:
The Board may elect to take this report and the relevant proposed bylaws and policies for a first reading and take no action at this time. The Board may alternatively decide to debate and adopt the rules as proposed and/or may make amendments in real time. If the Board decides to never act on approval of the proposed bylaws and policies, the existing Board rules will remain in full force and effect.
Policy Implications:
Positive policy implications insofar as once the adoption of bylaws and policies is completed and approved, the District will have a public facing compilation of all policies that are easily searchable by staff and the public. Transparency, clarity, and compliance efforts in regard to LAUSD policy will be amplified.
Budget Impact:
Full adoption, cataloging, and posting in an easily searchable online database will streamline operations and compliance efforts. This may have a salutary, if minor, positive budget impact.
Student Impact:
