Background:
The Office of Governmental Relations (OGR) has developed Los Angeles Unified’s California Education Policy Agenda to establish a comprehensive, unified set of State policy and funding priorities for the incoming Governor’s Administration and State Superintendent of Public Instruction. The Policy Agenda reflects the District’s assessment of key State-level education policy and funding opportunities to advance the educational success, well-being, and long-term outcomes of Los Angeles Unified students and families.
The development of the California Education Policy Agenda provides an opportunity for the District to proactively communicate its priorities to the next Governor and newly elected State officials and other policymakers and establish a multi-year framework for coordinated advocacy on issues of importance to Los Angeles Unified. The priorities outlined in the Policy Agenda were developed in consultation with District divisions and subject matter experts and are aligned with the goals, strategies, and initiatives of the District’s 2026-30 Strategic Plan.
The California Education Policy Agenda differs from the annual Advocacy Agenda the Board adopts every December. Whereas the Advocacy Agenda includes the immediate policy and funding priorities for the upcoming legislative cycle including approval of the District’s sponsored bills for that legislative session, the California Education Policy Agenda is a longer-term, complementary effort containing priorities that may require a multi-year advocacy strategy and coalition building to educate State policymakers and other stakeholders and build support for substantive changes.
Expected Outcomes:
Approval of the California Education Policy Agenda will establish a unified framework for Los Angeles Unified’s State-level advocacy and provide the OGR with clear priorities to advance with the incoming Governor’s Administration and other State policymakers. OGR will use the agenda to strengthen State partnerships and advocate for policies and investments aligned with District goals and priorities.
Board Options and Consequences:
Approval will allow OGR to proactively advance the District’s State policy and funding priorities with the next Governor’s Administration and newly elected State officials and engage early in the development of specific policies and budget proposals affecting Los Angeles Unified.
Delay in approval could limit the District’s ability to effectively influence early policy and budget discussions and establish the District’s priorities.

The Policy Agenda supports existing Board policies and are in alignment with the District’s 2026-30 Strategic Plan.
