Recommendation

Background:
Pursuant to Government Code Section 3547, Teamsters’ initial proposal was presented to the public at a Regular Meeting of the Board of Education (Board). The public had an opportunity to be informed about these proposals and to express themselves to the Board.
Since that time, representatives for the parties have met and negotiated as required by law. On January 27, 2026, the Parties reached tentative agreement on a 2024-27 Memorandum of Understanding for a successor Collective Bargaining Agreement (CBA), which was adopted by the Board of Education on March 10, 2026. The Board-adopted agreement included provisions directing the Parties to meet and confer during the 2026-27 school year to address identified wage compression issues-meaning the narrowing of, or departure from, established wage relationships between identified classifications.
Following meet-and-confer discussions, the Parties reached a tentative agreement on the present Unit S Effects of Identified Wage Compression Memorandum of Understanding (MOU) on July 29, 2026. The MOU provides a supplemental salary increase to restore 73 (out of 264) Unit S classifications to their prior salary alignment with Unit B and Unit C classifications. The MOU also establishes a framework to further review compression and the potential consolidation, collapse, or reclassification of higher salaried Unit S classifications as appropriate to facilitate reasonable salary differentiation between related higher and lower level classifications.
Copies of the MOU are available for public review through the Office of Labor Relations.
Expected Outcomes:
1) Adoption of the Unit S Effects of Identified Wage Compression MOU (Attachment A) with Teamsters for employees within 73 Unit S classifications (Attachment B); and
2) Approval of comparable treatment compensation for three (3) District-represented classifications which are confidential counterparts to the Unit S classes identified (detailed in Attachment C).
Board Options and Consequences:
If the Board adopts this MOU with Teamsters, which is a joint recommendation of the bargaining parties, it will be implemented. The Agreement impacts 73 Teamsters classifications, totaling approximately 2,581 Full-Time Equivalent (FTE) positions.
Additionally, if the Board approves comparable treatment compensation for three (3) District-represented classifications which are confidential counterparts to the Unit S classes identified, pay for these classifications will also be adjusted to maintain existing salary alignment between these classes performing the same work.
If the Board does not adopt the MOU, the Agreement with Teamsters will not be implemented. Moreover, the parties would resume negotiations for an agreement on the effects of identified wage compression.
Policy Implications:
This MOU amends the provisions of the 2024-2027 Collective Bargaining Agreement between the District and Teamsters 572 and therefore becomes policy upon adoption by the Board and ratification by the Teamsters membership. The agreement is pending the AB 1200 Report subject to LACOE’s review and approval.

Student Impact:
This Agreement will assist the District in attaining its goals for students by providing competitive compensation to attract and retain the highest quality employees. It also incentivizes employees to attain higher levels of competency and certification to better serve our students.
Issues and Analysis:
The Unit S Effects of Identified Wage Compression MOU provides a supplemental on-schedule wage increase to restore 73 (out of 264) Teamsters Unit S classifications (totaling approximately 2,581 FTE) to their prior salary alignment with Unit B and Unit C classifications as follows:
• Additional 1% effective January 1, 2025; 0.5% effective July 1, 2025; 0.5% effective January 1, 2026; 4.5% effective July 1, 2026; and 4.5% effective January 1, 2027.
The Unit S MOU also establishes a framework to further review compression and the potential consolidation, collapse, or reclassification of higher salaried Unit S classifications as appropriate to facilitate reasonable salary differentiation between related higher and lower level classifications.
Approval of comparable treatment compensation provides the equivalent on-schedule wage increases detailed above for three (3) District-represented classifications which are confidential counterparts to the Unit S classes identified.
