Ratify the contract actions taken by Facilities within delegated authority as listed in Attachment A including the approvals of license agreement and civic center permit executions for the period of July 2025 through December 2025.

Body
Background:
Los Angeles Unified School District (LAUSD or District) is a party to various types of real estate agreements and other instruments for the use of the District’s real property. Facilities processes these transactions for various user groups under the District’s delegated authority granted by the Board of Education (Board). Pursuant to this delegation and Board policy, leases and other related instruments necessary for the leasing and permitting of the District’s real property are presented to the Board for ratification.
Expected Outcomes:
These real property transactions have been executed under Board delegated authority and are being presented to the Board for ratification. Approval of these items will allow for the continued use of District property by third-party organizations. Ratification will approve the leases, licenses, and other agreements listed in Attachment A.
Board Options and Consequences:
The real property transactions have been executed under Board delegated authority and are being presented to the Board for ratification. The Board can approve all actions presented or postpone selected actions pending receipt of additional information. If actions taken under the delegated authority listed in Attachment A are not ratified, the District and community uses of District facilities identified in Attachment A will be discontinued immediately.
Policy Implications:
This action does not change District policy and conforms to Education Code Section 17604 that permits the Board of Education to delegate authority.
Budget Impact:
Pursuant to delegated authority and Board policy, all Facilities-executed real estate instruments are presented to the Board for ratification for the period of July 2025 through December 2025.
The District executed 1,328 transactions, generating total gross receipts of $21,423,877.48. The District incurred $310,640.00 in rental expenses for transactions in which it acted as a tenant. Additionally, cancellations for various reasons resulted in refunds totaling $205,288.76. After accounting for rental expenses and refunds, the District’s total net receipts amounted to $20,907,948.72.
