Action Proposed:

(b) Adoption of the Automatic Vehicle Locator (AVL) and Shift Differential Memorandum of Understanding (MOU) (Attachment C) with Los Angeles Police Management Association (Unit H).

Body
Background:
The District and the Units A and H respectively presented initial proposals to the public at a regular meeting of the Board of Education. The public had an opportunity to be informed about these proposals and to express itself to the Board of Education. Since that time, representatives for the District and each respective bargaining unit have met and negotiated as required by law.
The District and these bargaining units reached tentative agreement on June 16, 2025 (Unit A) and May 27, 2025 (Unit H), respectively, relating to implementation of an Automatic Vehicle Locator system and Shift Differential for sworn employes within the District's Los Angeles School Police Department. Copies of Unit A MOUs and Unit H MOUs are available for public review through the Office of Labor Relations.
Expected Outcomes:
a) Adoption of the Automatic Vehicle Locator (AVL) and Shift Differential Memorandums of Understanding (MOUs) (Attachment A) with Los Angeles School Police Association (Unit A)
b) Adoption of the Automatic Vehicle Locator (AVL) and Shift Differential Memorandums of Understanding (MOUs) (Attachment C) with Los Angeles School Police Management Association (Unit H).
Board Options and Consequences:
a) If the Board adopts the attached Tentative Agreement on Unit A MOUs with the LASPA, which is a joint recommendation of the bargaining parties, it will be implemented. While any/all Unit A classifications would become eligible to receive a shift differential whenever they would be assigned to a majority evening or overnight shift, under current staffing levels, this proposal would impact 13 Police Officers and 2 Senior Police Officers the 2025-25 school year-15 filled, Full-Time Equivalent (FTEs) positions in total.
If the Board does not adopt this agreement, it will not be implemented, and the parties would resume negotiations of the Unit A MOUs.
b) If the Board adopts the attached Tentative Agreement on the Unit H MOUs with the LASPMA, which is a joint recommendation of the bargaining parties, it will be implemented. While any/all Unit H classifications would become eligible to receive a shift differential whenever they would be assigned to a majority evening or overnight shift, under current staffing levels, this proposal would impact 3 Lieutenants, 4 Sergeants, and 2 Safety Officer Sergeants for the 2025-25 school year-9 filled, Full-Time Equivalent (FTEs) positions in total.
If the Board does not adopt this agreement, it will not be implemented, and the parties would resume negotiations of the Unit H MOUs.
Policy Implications:
a) Unit A MOUs becomes policy upon adoption by the Board and ratification by LASPA membership. The leadership of the Union has signed the agreement. This agreement is pending AB 1200 certification and ratification by union membership.
b) The Unit H MOUs becomes policy upon adoption by the Board and ratification by LASPMA membership. The leadership of the Union has signed the agreement. This agreement is pending AB 1200 certification and ratification by union membership.
Budget Impact:
a) The budget impact for Unit A MOUs are detailed in the attached AB 1200 Report (Attachment B).
b) The budget impact for the Unit H MOUs is detailed in the attached AB 1200 Report (Attachment D).
Student Impact:
These Agreements will assist the District in attaining its goals for students by enhancing safety, and proximity dispatching to requests for assistance which will attract and retain the highest quality employees.
Issues and Analysis:
a) The AVL portion of the Unit A MOUs (Attachment A, pgs. 1-2, 5-6) provides 1 hour of employee training on the AVL system and permits the District to deploy the system to the field to support with the efficient monitoring and dispatching of patrol vehicles. Additional refresher training to assist with the implementation of the AVL system may be provided. The Shift Differential portion of the Unit A MOUs (Attachment A, pgs. 3-5) expands shift differentials to include all Unit A employees working a majority of their regular assignment outside of typical school business hours--5% for working one-half or more of a regular shift between 5pm-12am; 11% for working one-half or more of their regular shift between 12am-7am. Previously, only School Safety Officers (25 total under current staffing levels) received a shift differential under prior Unit A CBA provisions. Approval of these agreements will provide for all employees in Unit A who work these evening/overnight shifts to receive the shift differential in the same fashion as most other classified bargaining units. Under current staffing levels, 15 additional Unit A employees would newly begin receiving these differentials for their evening/overnight work during the 2025-26 school year. In total, approximately 15% of Unit A's 259 employee unit would receive these evening/overnight differentials.

Under current staffing levels, 9 Unit H employees would newly begin receiving these differentials for their evening/overnight work during the 2025-26 school year. In total, approximately 17% of Unit H's 53 employee unit would receive these evening/overnight differentials.
